Japanese Embassy, London, October 23, 1908.
THE present situation in North China being such as, in the opinion of my Government, to render unnecessary the retention of a large number of our troops there, they have decided to greatly reduce the number. The cavalry troops and seven companies of infantry which are stationed at present will be reduced to three companies of infantry only, and they intend to give effect to this decision in the course of the coming November.
Under instructions of the Minister of State for Foreign Affairs, I have therefore the honour to convey to you this intelligence, for the information of His Britannic Majesty's Government.
